Sustaining Workforce Culture, Engagement, Productivity, & Innovation in a Hybrid World

More than three years into the twin public emergencies spawned by the COVID-19 pandemic, where and how work is performed has changed dramatically for many professions. In the federal government, about half of the 2 million person civilian workforce must perform their job on site (VA nurses, border agents, scientists in labs, mechanics on a DOD base, etc.), while about half can perform their duties from anywhere. Now, in a divided Congress and with the COVID-19 pandemic emergency public health declarations coming to an end on May 11, 2023, agencies are being pushed to articulate their plans for the way forward and to justify continued workplace flexibilities. 

How are agencies and organizations measuring and monitoring employee and organizational productivity?  What are other important metrics and indicators for leaders to pay attention to, for example around engagement, culture, and innovation? How would an organization go about measuring those things?  What policy or mindset shifts are needed to enable the desired future?
