SEA Statement on Government Reorganization MemoIn response to the release of guidance memorandum M-17-22 from OMB Director Mick Mulvaney, “Comprehensive Plan for Reforming the Federal Government and Reducing the Federal Civilian Workforce,” Bill Valdez, President of the Senior Executives Association (SEA) issued the following statement: “I congratulate Director Mulvaney for issuing this clear and thoughtful guidance to agency leaders to aid in their implementation of the President’s vision of ensuring that the American people have the best government possible to serve their needs. “This memorandum is a huge opportunity for our country. It will cause us all to ask the tough but important questions about exactly what we want government doing, and how we should structure government to best accomplish those missions. The government, as presently structured, is not designed to meet the dynamic demands of the 21st Century. “We agree with the Administration that such a massive undertaking will require ‘an all hands on deck’ approach to ensure the success of this potentially transformative initiative. “That is why SEA and its members – career government leaders of the Senior Executive Service (SES) and their equivalents – stand ready to engage with the Administration to drive positive and lasting change in the government. Career leaders are presently serving in acting leadership capacities at many agencies and are well positioned to offer critical insights into the Administration’s efforts to bring applicable private sector best practices into the government via the Office of American Innovation. “Federal employees, including career federal executives are patriotic Americans, who like all taxpayers want an effective and efficient government.
